Strategic planning as an approach of improving the human resources performance in the Algerian public hospitals: Case Study

Abstract

This study aims to identifying the conceptual framework of the human resources performance and the different approaches of improving it in the Algerian public hospitals, and to address the strategic planning and its reality in the Algerian public hospitals, and to show the contribution of strategic planning in improving the human resources performance in the public health institution of Arris -batna. The study found a number of results the most important are: strategic planning contributes in improving the human resources performance of public health institution of Arris by focusing on compatibility between the function and the responsible for this function; the need for staff training as a strategic option; activate the workers incentives system; developing the capabilities and skills of human resources and evaluating the human resources performance. A set of proposals was presented which would alleviate the constraints facing strategic planning, and to improving the human resources performance in the Algerian public hospitals.
