Abstract

This article tries to take a look at the role of the elite in the Arab region, where it shows the fragility of its role, especially since these elites are not marginalized or polarized, or prefer neutrality and live on the margins of social, political and cultural change. It appears that the recoil and lack of elite function are not the result of current circumstances, but rather the result of a historical accumulation in the paths of state-building as well as the intersection of a number of social and cultural causes.Even if these elites differed in some details, they intersect at the level of the Arab scene, being closed to themselves and in a near rupture with their societies
