governments and international bodies to protect the e-consumer by enactment of laws and legislations or by
the provision of tools, programs, technical and control methods to protect the privacy and security of the econsumer
which is the weakest link in this type of deal. However, the-consumer remains at risk of theft and
deception by commercial companies on the line, which exploits the technical gaps also the consumer
ignorance of the laws to deceive and circumvent him and steal his money. Ethics may limit these illegal
practices and ensure compliance with laws and regulatory frameworks that protect The e-consumer, also it
allows compliance with various contract terms and payment, and it increases the level of confidence in
electronic transactions. Laws without ethics can’t perform their role properly. So, ethics remains the most
